Transitions, tracks, green screen

I am considering buying Premiere Elements 11.  I have a couple questions.

1.  When adding transitions, is it necessary to trim the end of the first clip and beginning of the second clip before adding the transition?

2.  How many video and audio tracks are there?

3.  Is there green screen and/or chroma key?
