How do generate a particular effect

Hi there,

I was wondering if anyone knew the most effective way to generate the kind of effect that you'll find in the Achica adverts and the Top Gear Opening credits, such as:

I have a friend who is a professional Avid editor and they say it's really simple in that suite but I can't find the same sorts of commands on Premiere. I can only imagine it would require some After Effects work but I'm not quite experienced enough with that to go exploring!

If anyone has any tips and tricks, I'd be really grateful!
