Why does flash player create these folders?

IME12, IMJP8_1, IMJP9_0, IMJP12 get created in:

C:\%UserProfile%\AppData\Local\Microsoft

C:\%UserProfile%\AppData\LocalLow\Microsoft

C:\%UserProfile%\AppData\Roaming\Microsoft

Does anyone know why it is necessary for flash player to create these files?

This is with Firefox...IE doesn't do this.
